of many counsels

Meaning

Proteus’s many counsels accompany knowledge of different times, while Dionysos is addressed as Eubouleus and πολύβουλος (XXV.4; XXX.6). In the latter passage the proper name and descriptive epithet are separate words. The apparatus’s alternative wording changes that naming sequence and should not erase the distinction in the adopted verse.
