Meaning
To eph’ hēmin is the expression for what depends on us or lies within our control. It identifies a condition of responsibility in the argument, rather than naming a separate faculty.
Use in the book
The discussion of perception and assent asks whether perception can share in virtue. Even if perception is a presentation through a sense organ combined with assent, that conclusion does not follow unless assent belongs among the things in our control. The sentence is conditional: it identifies what the ethical conclusion would require instead of proving that every instance of assent meets the condition.

Translation in this edition
“In our control” expresses the local requirement. The entry does not turn this short condition into a complete doctrine of free will.
