Meaning
Tolerance is respect for differing religious commitments and the willingness to live or work with their adherents. It can be distinguished from a claim that all their beliefs are identical.
Use in the book
The author commends a Catholic, or universal, spirit, argues that another religion should be respected as one's own, and relates an oath's force to what its taker considers sacred. He also interprets religions as expressions of a common inward foundation. Rule 11 then places an explicit limit on recognition concerning the letter G.

Reading the argument
Three matters remain distinct: respect for a person, a theory of religious unity, and the conditions under which an institution recognizes another body. The text connects them without making them the same proposition.
