Meaning
Themis gives authoritative pronouncements in the Delphic recess at LXXIX.4. The surrounding oracle and her instruction of Apollo make an oracular sense appropriate. The dative θεοῖσι connects her pronouncement with the gods; the verb does not describe a human legislature passing statutes.
