English renderings
To stir; to press into action; to revolve in mind

Meaning

The Kouretes stir into action when angry with humans at XXXVIII.15. Fortune at LXXII.8 stirs anger in her θυμός as she grants poverty. The latter uses the verb’s inward, deliberative range, so a purely physical “rush” would lose the explicit heart-and-anger construction.
