Meaning
Dust stirred by the Kouretes' wheeling feet reaches the clouds at XXXVIII.12. Dust is the subject of ἀφικάνει, not the dancers themselves. The hyperbolic height gives their movement force without requiring the Kouretes to ascend physically into the clouds at that moment.
