dwell together with

Meaning

Nomos dwells harmlessly with the lawful at LXIV.10–11. The qualification τοῖς νομίμοις stands in the following line and completes πᾶσι, 'all': the promise is not that Law harms nobody. The contrasting clause says that it brings heavy adversity to the lawless. Dwelling together expresses sustained companionship under that condition.
