Meaning

Nature is above sceptre-bearing powers at X.25, where position expresses superior rank. At XI.17 the phrase is spatial: the eye of lightest fire lies above the head in Pan’s cosmic description. The common upward relation does not require the two passages to describe the same physical arrangement.
