The metallic-generation paragraph says an alchemist will transmute metals more easily than generate or make them. This comparison is a limit on the ease of production, not by itself a universal declaration that artificial generation is impossible. It follows a specific rejection of arbitrary constituents and an assignment of natural metallic formation to the earth’s Archaeus. The comparison ranks difficulties within that qualified account; it does not erase the natural formative role of the Archaeus.
