Meaning

Instruction is promised as both clear teaching and sufficient understanding. When written procedures remain obscure, the recipient may request fuller private explanation. The paired nouns make the aim more than delivery of information: the reader must grasp what the speaker means and know how to use it. The confident expectation of understanding rests on the recipient’s prior arts, good judgment and familiarity with the speaker.
