most still; most tranquil

Meaning

Form.

Fire is paradoxically called the most still element. Like a cart it runs when drawn; like fire in flint it remains hidden until motion awakens it. The theological argument extends this stillness to the divine seat, moved only by God’s will. The superlative concerns latent rest and dependence on excitation, not a denial of the violent effects of awakened fire.
