at the root, in the underlying constitution.

Meaning

At the root: an adverb for action reaching a thing’s underlying constitution rather than only its surface. It qualifies opening or dissolution in the generative cycle and the entry of a correcting essence into what it corrects. The root-image is important to the argument for unity between kingdoms: genuine correction is said to require a fundamental union. It is not the modern political sense of radical, and the lexical explanation supplies no method of dissolution.
