Meaning
Cathode names an electrode in the scientific example used to explain gender. The author associates it with negative electricity and with a productive feminine principle, opposing the ordinary suggestion that negative means inert.
Use in the book
XIII says that a negative pole has been disparaged as weak or passive, then describes electrons emerging from a cathode as an image of active generation. It supplies a proposed Greek derivation and calls the pole the mother of new phenomena.
The example makes the intended philosophical point that receptivity need not be inactivity. Its scientific description is then drawn into the much larger claim that gender works through particles, attraction, gravitation, and all planes of manifestation.

In this edition
Cathode is retained as a historical technical word. The source's proposed path of generation gloss is reported as its own explanation rather than adopted as a neutral scientific definition.
Reading the argument
Cathode and negative are not universally interchangeable electrode names. In modern electrochemical terminology, the cathode is the electrode at which reduction occurs; its electrical sign depends on the arrangement. That definition also gives no scientific warrant for calling an electrode female.

IUPAC defines a cathode by reduction, rather than by a fixed negative sign. This is the technical definition used for the editorial distinction.17
